The Mortality Surveillance Division, a Division of the Scientific Investigations Directorate (SI), Office of the Armed Forces Medical Examiner
(AFMES) provides epidemiological data collection and analysis to the AFMES, the Department of Defense (DoD), other Federal agencies, civilian law enforcement and medical institutions, for the purpose of identifying preventable causes of death and guiding policy to reduce the mortality burden of service members.
b. OBJECTIVE: Incumbent shall serve as a Data Manager/ Analyst for the Mortality Surveillance Division of the Office of the Armed Forces Medical Examiner. Individual will independently use existing computer systems and will be responsible for data collection, coding and validation. Validated data will be used for a variety of analyses as required by the Mortality Surveillance Division. Incumbent will work under the technical supervision of the senior epidemiologist and the Chief, Mortality Surveillance Division.
Administrative tasks required for meeting mission requirements may also be requested.
1. Independently organize relevant medical information on the cause of death collected by MSD Case Managers and Research Analysts from casualty reports, unit information, coroners, civilian Medical Examiners’ offices and funeral homes for all DoD fatalities.
2. Assist with collaborations with Research Analysts, MSD Case Managers and information technology development.
3. Codify data, with supervision, for analytical purposes and run daily QC checks.
4. Perform data entry, querying, manipulation and management of processes for research projects, and maintain existing databases.
5. Assist with the preparation of technical reports, as well as
inter/intra-agency communication. 6. Develop comprehensive
Data Manual/Dictionary.
7. Execute advanced skills in writing, grammar, spelling, punctuation, and required formats.
8. Work with military protocols and formats with the DoD and service branches.
JOB REQUIREMENTS
1. Minimum Masters Degree in Public Health Epidemiology or Biostatistics.
2. Extensive experience with Microsoft Office products including full
knowledge of Access. One to two years documented experience working with Access and SQL coding is required.
3. Documented background working in biological science and experience running
computer science/statistical analyses.
4. Academic and demonstrated work experience with information science
including the collection, categorization, distribution and manipulation of databases greater than 10,000 observations.
5. Experience conducting quality control to verify the accuracy of analyses.
6. Experience streamlining data to increase proficiencies.
7. Must have careful attention to detail and excellent communication skills
8. Knowledge of HIPPA and the 1974 Privacy Act.
9. Familiarity with ICD-9/10 coding is desirable.
10. Exhibit knowledge of medical and technical scientific terms.
11. Must be eligible for a security clearance.
12. Must be willing to participate in limited travel.
